Spirit Lake has had no natural way out since the morning of 18 May 1980. For forty-one of the forty-six years since, its level has been set by a valve. What this dossier is built from

Nobody from this publication has been to Mount St Helens. This is desk research, assembled almost entirely from the paperwork of a public works problem: a Federal Register notice of intent, the Forest Service's own project handouts and talking points, the objection and comment record held in the agency's public reading room, the statute that created the Monument, a National Academies study commissioned by Congress, the United States Geological Survey's account of the eruption, Army Corps of Engineers project descriptions and Census Bureau population estimates. Where two official documents disagree — and they do, about lake levels, about landslide dates, about when a road will reopen — we print both and name both.

What we could not read, we have listed at the end. The most conspicuous gap is that the Final Environmental Impact Statement and the draft Record of Decision are served through a JavaScript-rendered document tab that exposes no direct file addresses, so this article works from the agency's published summaries of its own decision and from the objections filed against it, rather than from the decision document itself.

The eruption, in one paragraph

At 8.32 on the morning of 18 May 1980 the north flank of Mount St Helens slid away. The debris avalanche was about 2.5 cubic kilometres — 3.3 billion cubic yards — and it ran 23 kilometres down the valley of the North Fork Toutle River. The lateral blast that followed removed the upper 300 metres of the cone and flattened around 600 square kilometres of country. That is the paragraph everyone knows, and it is the last one this article will spend on it. Everything that matters here happened afterwards, in offices.

A lake with the door bricked up

Spirit Lake sat below the north flank. Before 1980 its surface stood at about 3,140 feet and it covered roughly 1.9 square miles, draining north-west into the North Fork Toutle. The avalanche put something on the order of 350,000 acre-feet of rock and mud into the basin and across the outlet. When the dust settled the lake had been shoved several hundred feet higher, had roughly trebled in area, and had nowhere to go.

The blockage left behind is not a dam anyone designed. It runs about 6,400 feet east to west and 4,800 feet north to south, and reaches 490 feet thick. It is loose volcanic debris. It has no spillway, no core, no outlet works and no engineer of record. Water rising against it does what water does.

By 1982 the Federal Emergency Management Agency had concluded the thing might go. The Army Corps of Engineers put barge-mounted pumps on the lake and began taking water off it by machine — an arrangement nobody pretended was permanent, running on diesel, in a basin reachable only by helicopter. In 1984 and 1985 the Corps bored an outlet through Harry's Ridge, on the lake's western side: 8,600 feet long, eleven feet in diameter, gravity-fed, discharging into South Coldwater Creek and from there into the North Fork Toutle. It was finished in 1985 and it has been the lake's only door ever since. In 1989 the Corps completed a sediment retention structure some eight miles downstream, to catch what the river was still carrying.

Note the shape of that sequence, because it is the shape of the whole story. Each measure was taken to buy time from the previous one. None of them ended.

The version of Mount St Helens that circulates in popular science writing, in television documentaries, in anniversary journalism and in the interpretive framing of the Monument's own visitor facilities is a recovery story. The blast zone as the world's best natural laboratory. Fireweed, then lupine, then willow. Elk on the Pumice Plain. Fish somehow in the lake. Nature reclaiming its own, usually in those words.

We are not going to argue that the science is wrong; it is excellent, and there is a great deal of it. The Forest Service's own accounting puts more than three hundred peer-reviewed papers and around thirty ongoing studies on that ground. What the popular version leaves out is not a detail. It is the load-bearing fact. The lake at the centre of the most celebrated recovery landscape in North America is held at an elevation chosen by engineers, and it always will be.

The 1982 Act that created the Monument — Public Law 97-243, about 110,000 acres — directs the Secretary to manage it so as to protect its resources while "allowing geologic forces and ecological succession to continue substantially unimpeded", and separately provides that the Secretary "shall permit the full use of the Monument for scientific study and research". The same Act allows measures reasonably necessary to ensure public safety. Those two clauses have been in tension for forty-four years, and the tunnel is the tension made physical.

You do not have to take our word for the tension. Colin Thorne, emeritus professor of physical geography at Nottingham, who has worked on the Toutle since 1983 and has advised the Corps on its sediment management, wrote to the Forest Service during the draft impact statement's comment period in October 2025 and quoted that same statutory phrase back at the agency. His point was blunt: for forty years, succession in this system has not been unimpeded, because the tunnel holds the lake at a level a natural outlet would not, and the upper reaches of the North Fork Toutle have been dry ever since. He wants a controlled breach of the blockage that would rehydrate something like six and a half miles of river.

The recovery narrative and the hydraulics contradict each other, and it is the narrative that has had the better publicists.

The patient

The 1985 tunnel runs through weak rock along faults and shear zones — the Corps' inspection records name a Julie and Kathy L. shear zone as the recurring trouble. The mountain is still tectonically and volcanically alive, and the rock squeezes.

Problems identified in 1992 were repaired in 1996: shotcrete separating from the walls, the floor heaving, steel ribs buckling. Problems identified in 2014 and 2015 were repaired in 2016. In that second episode the floor rose so far that the eleven-foot bore was reduced to seven feet. Total repair spending since construction is on the order of seven million dollars, of which about three million was the 2015–16 work. A narrower tunnel passes less water, which means the lake rises faster in a storm, which is the thing the tunnel exists to prevent.

The Federal Register notice of intent, published on 30 September 2024, is the flattest and most useful description of the position. It records the tunnel suffering "rock heave, compression, cracking, and support failures", says it will need more frequent and longer closures for repair to prevent failure, and states that it is not expected to remain serviceable without significant repair or upgrade.

Two operational details in that notice are worth more than any adjective. The first is that reaching the intake infrastructure takes an average of four and a half hours, using several modes of transport, and is impossible in snow and often impossible by helicopter in weather. The second is that the lake carries a moving, floating, forty-acre mat of logs — the trees the blast knocked into it in 1980, still there — which the wind can push over the intake. A lake with one outlet has a mat of timber that can drift across it, and the crew that would clear it is four and a half hours away.

Fifty thousand people, and where that number comes from

Every document in this file uses the same figure: approximately 50,000 people downstream. It is worth knowing what it is and is not.

It comes from the National Academies study that Congress asked for, published by the National Academies Press with a catalogue year of 2018 and commonly cited as the 2017 Spirit Lake decision framework. Its summary says that approximately 50,000 people in the towns on the Toutle and Cowlitz Rivers are at risk of chronic and catastrophic flooding — that is, both the slow problem of a river bed rising with volcanic sediment and the fast one of the blockage letting go. The Forest Service's project material has since attached the figure specifically to the fast scenario.

Set it against the census. Longview, the largest city downstream, was estimated at 38,362 people on 1 July 2025; Kelso at 12,801; the whole of Cowlitz County at 114,885. Fifty thousand is roughly Longview plus Kelso, and a little under half the county. It is not a precise floodplain population and we have not found the derivation published anywhere we could open. What the Academies did quantify is the size of the event: failure could release 314,000 acre-feet of water and 2.4 billion cubic yards of sediment into the Toutle, Cowlitz and Columbia, and could bury the Interstate 5 and rail corridor that links Portland to Seattle.

The same study gives the trigger a number. It says the blockage could fail if the lake rose about 26 feet above its present range, against a seasonal fluctuation of around eleven feet. The Forest Service's notice puts the margin differently: an average operating level of 3,440 feet plus or minus four, and a maximum safe level of 3,460 — twenty feet, not twenty-six. Both are official. We are not going to average them. What both describe is a lake operated inside a window narrower than the height of a house.

The decision of 7 July 2026

Six alternatives went out for scoping in 2024; nine were carried through the analysis, ranging from doing nothing, through minor and major repair of the 1985 tunnel, to a pumping station, a buried conduit, an open channel cut west to the North Fork Toutle, and simply relying on the lake's storage. On 7 July 2026 the forest supervisor, Johanna Kovarik, published a draft Record of Decision selecting Alternative 7.

It has four parts. A new pressure tunnel through Harry's Ridge, alongside the old one. Repair of the 1985 tunnel, kept in service as redundant backup — this is the first time in the lake's engineered history that there would be two doors instead of one. The ability to lower the lake temporarily by up to forty feet for construction, repair and unusual hydrological events. And a phased, adaptive programme to design and eventually test a naturalised habitat channel reconnecting Spirit Lake to the North Fork Toutle, contingent on the new tunnel working first.

The fourth part is the one with a future in it. If the channel is ever built, the lake gets a surface outlet again and the engineering becomes a fallback rather than the mechanism. The Forest Service has been careful to promise only further analysis. Nobody in the record we read expects it soon; the phrase used is years to decades.

And there is a fifth part, which the agency lists as infrastructure rather than as a decision, and which is what the argument is actually about.

The road

Alternative 7 includes a permanent access route generally following the alignment of the Truman Trail, across the Pumice Plain, to support construction, maintenance and emergency response. The Forest Service says it is committed to minimising impacts on the Pumice Plain, which it describes in its own materials as a globally significant research landscape.

That ground is not ordinary ground. Forest Order 06-03-01-24-03, in force from 25 April 2024 to 25 April 2027, closes an area of the Monument to entry altogether — no public access at all — for biological and scientific protection. The 1982 Act promises succession substantially unimpeded and the full use of the Monument for research. The most protected surface in the Monument is where the haul route goes.

On 21 August 2026, the last day of the objection window for project activities, the Cascade Forest Conservancy filed objections on both tracks. Their case is procedural and it is specific. They argue that the forest plan amendments the project needs are not amendments at all but project-specific exemptions — that the 2012 Planning Rule requires an amendment to put equivalent protection in place of what it removes, and that these amendments simply delete the standards for wetlands and visual resources without replacing them, citing the Fourth Circuit's reasoning in Wild Virginia v. United States Forest Service that a small footprint is no answer.

Their second argument is the one that will stay with us. The intake gate replacement work now running at the lake — approved on a finding of no significant impact, and closing the Truman Trail and four others to the public on weekdays from May 2025 until October 2027 — built a temporary road along the same line. The Conservancy's position is that the agency understated that road's impact, and that the road's existence is now shaping the case for a permanent one. In their words, the existence of the temporary road is influencing the placement and justification for a permanent road. Their requested remedy is to drop the permanent route and commit to removing the temporary one once a habitat channel forms.

They also made a point in October 2025 that no one in the record has answered: the 1985 tunnel was built, and has been operated for forty-one years, without a permanent road to it.

Who else wrote in

The comment file is unusually good, because the people who know this lake are still alive and still working. Peter Frenzen, the Monument's retired scientist, supported Alternative 7 with one exception — he called the proposed forty-foot lowering both overkill and unnecessary, and asked for funded, collaborative monitoring of whatever gets built. James Gawel of the University of Washington Tacoma, who has studied the lake's chemistry for more than twenty years, warned that a shallower, warmer lake would drive bacterial activity in the sediments and produce hypoxia in the bottom water, de-water Duck Bay, and lower the water table across the Pumice Plain until streambeds dried and vegetation died. Washington Trails Association, writing for some 26,000 member households, called the conversion of the Truman Trail the loss of an entire experience rather than a reduction in one. The Mount St Helens Institute worried about invasive species arriving with the staging areas. The City of Longview wrote two paragraphs, and they were about safety.

That is the trade, stated plainly by the people it falls on. Downstream wants two doors. The Pumice Plain gets a road.

Why the Silence Index is 72

This is not a remote place, and we have resisted scoring it as one. Spirit Lake is visible from a paved viewpoint at Windy Ridge, reached by forest road from late June to November, and in a normal year the Monument's west-side observatory sells tickets. What raises the score is legal access friction rather than distance: the lake's own shoreline sits inside ground closed to entry outright by forest order, the intake is four and a half hours from anywhere, and the whole approach is presently compromised — the west highway has been shut since 2023 or 2024, depending which Forest Service page you read, and the eastern trails are closed on weekdays until October 2027. Visitor volume at the water itself is effectively zero. For the fourth input we have used unresolved questions rather than night darkness, because the paperwork on this lake is voluminous and still answers almost nothing about what happens after 2035. A place with a car park above it and a locked shoreline scores in the low seventies.

Where this stands on 25 August 2026

The Record of Decision is still a draft. The objection window for the project activities closed on 21 August; the window for the programmatic forest plan amendments runs to 8 September. At least one organisation has objected on both tracks and asked to meet the reviewing officer. Nothing is final, and we would not care to guess whether the road survives review.

Meanwhile the practical position for anyone who wants to look at this landscape is that the famous half of it is shut. State Route 504 has been closed between mileposts 45.2 and 51 by a landslide; the Forest Service's alert dates the closure to June 2024 and its own highway page attributes it to a slide in May 2023. Johnston Ridge Observatory cannot be driven to. One agency page says a possible reopening sometime in 2026; another says the observatory is closed through 2027. The Science and Learning Center at Coldwater is open, five dollars a vehicle, and the walk in from the Hummocks trailhead is the only way to the ridge.

There is a version of this story in which that closure is an irony. We would rather it were read as the ordinary condition. The 1980 eruption is finished; what it left is a hydrological liability with no expiry date, attached to a national monument whose founding statute promised to leave things alone. Somebody has to open a gate on a lake for as long as there are towns on the Cowlitz. The road across the Pumice Plain is what that promise costs — and whatever the reviewing officer decides this autumn, the lake will still need holding at 3,440 feet on the morning after.

Getting there — Randle → Forest Road 25 → Forest Road 99 → Windy Ridge Viewpoint. The western approach on State Route 504 is closed

  1. There are two approaches and at the time of writing only one of them works. The western one, State Route 504 out of Castle Rock on Interstate 5, is the famous drive: fifty-odd miles up the Toutle valley to Johnston Ridge, facing the crater. It is closed between mileposts 45.2 and 51 by a landslide. The Forest Service's alert page dates the closure to June 2024; its own highway page attributes it to a slide in May 2023. Neither gives a reopening date you could plan around: one says possibly sometime in 2026, the other says the observatory is closed through 2027.
  2. What is open on that side is the Mount St Helens Science and Learning Center at Coldwater, at the gate, with a view of the crater and interpretive staff, five dollars a vehicle. From the Hummocks trailhead just outside the barrier you can walk the Hummocks Trail to Boundary and reach Loowit Viewpoint and Johnston Ridge on foot. Access on the highway inside the Monument is daylight hours only.
  3. The eastern approach is the one that gets you a sight of Spirit Lake itself. Forest Road 25 from Randle, then Forest Road 99 to Windy Ridge Viewpoint, which sits above the lake's south-eastern shore at about 1,230 metres. These roads are typically open only from late June until November and close for winter.
  4. The catch on that side is the construction. Forest Order 06-03-01-24-05 closes the Truman Trail (207), Truman/Willow Springs (207A), Plains of Abraham (216D), Windy (216E), Harry's Ridge (1E) and the Forest Road 99 extension Monday to Friday from 15 May 2025 until 30 October 2027, for the intake gate replacement and geotechnical drilling. They are open at weekends and on federal holidays. The Windy Ridge contractor staging area is closed seven days a week.
  5. The lake shore is not a destination and should not be treated as one. A separate order, 06-03-01-24-03, in force to 25 April 2027, closes an area of the Monument to entry entirely for biological and scientific protection, with penalties of up to $5,000 for an individual. Researchers, permittees, tribal members and emergency responders excepted, nobody walks to this water. Drones and helicopters are prohibited across the restricted area.
  6. If you want to understand what this dossier is about rather than photograph it, the honest itinerary is Windy Ridge on a Saturday, with the closures checked by telephone first — the Monument on (360) 449-7800, the Cowlitz Valley Ranger District on (360) 497-1103 for conditions north of Bear Meadow.

What to pack

  • A weekend. The eastern trails that reach anywhere near the lake are shut Monday to Friday until October 2027, and there is no discretion in that order.
  • Layers for exposed pumice at 1,200 metres with no shade and no shelter. The Pumice Plain is a surface, not a landscape with cover in it.
  • Everything you need to drink. There is no potable water at Windy Ridge and no facilities beyond the interpretive stops.
  • A telephone number rather than a map app. Forest Roads 25 and 99 open and close seasonally and have been taking heavy construction traffic; the Mount St Helens Institute told the Forest Service in its own comment letter that equipment has damaged the road surface.
  • No drone. Aircraft, including drones, are prohibited in the restricted area by forest order, and the penalty schedule is not nominal.

Where to stay

There is no accommodation inside the Monument and no camping permitted on Forest Road 99. Practically, visitors base themselves at one of the two ends of the system. To the west, Castle Rock sits at the mouth of the Toutle on Interstate 5 with about 2,200 people, and Longview and Kelso beyond it hold most of the fifty thousand this dossier is otherwise about — which makes for an uncomfortable but instructive night's sleep, six metres above sea level at the bottom of the river the lake would come down. To the east, Randle on US 12 is the gateway to Forest Roads 25 and 99, and the Gifford Pinchot has campgrounds at Lower Falls and Sunset Falls in the southern part of the forest. Backcountry camping in the Mount Margaret backcountry north of the lake requires a permit through Recreation.gov and campfires are prohibited there. Anyone planning around the west side should confirm the state of State Route 504 before booking anything, because the closure has already outlasted two published reopening estimates.

Safety & responsible travel

  • Do not repeat the reclamation story without the tunnel in it. The Pumice Plain's succession is genuine and superbly documented, and it is taking place beside a lake whose level is set by engineers and will be for as long as there are towns on the Cowlitz.
  • Stay on the designated trail and off the pumice. Off-trail travel is prohibited on Forest Road 99 and across the restricted zone, and the ground carries long-term research plots that look like nothing at all.
  • Assume every closure sign is about science or safety rather than convenience. The order that shuts the shoreline says so explicitly: biological and scientific protection.
  • If you care about the outcome, the mechanism is the objection and comment process, not a petition. The record is public, every letter in it is readable, and the reviewing officer's response to the August 2026 objections will be published in the same place.
  • Carry out everything, including on the walk in from the Hummocks trailhead. There is no waste collection past the gate and no staff beyond the Coldwater centre.

Nearby, and quieter

Coldwater Lake, four kilometres north-west of Johnston Ridge, is the other body of water the 1980 avalanche dammed, and it is the useful comparison: it was given an engineered outlet channel in the 1980s and has been left largely alone since, which is roughly what the natural channel proposed for Spirit Lake would eventually amount to. Downstream, the Army Corps' sediment retention structure on the North Fork Toutle, completed in 1989 about eight miles below the lake, is the other half of the same machine and is reaching capacity; a second raise of its spillway crest went to contract on 30 January 2026, and the Corps' long-term plan for the system runs to 2035. The Hummocks Trail at the highway gate loops through the avalanche deposit itself, which is the closest most people will get to standing on the material that blocked the lake. Further afield, Mount Adams and Mount Rainier are both visible from Windy Ridge on a clear day, and both have hazard assessments of their own on file with the same observatory.
