What this dossier is built from

Nobody from this publication has crossed the Drake Passage. This is desk research, and the desk is mostly the International Hydrographic Organization's own document server: the proposal papers put to its Second and Third Assemblies, the summary records of the plenary debates, the numbered lists of decisions, the standing resolutions, the chart-specification manual that turns out to contain the boundary everybody quotes, and the scanned publication the whole argument is about. Around those we have set the Antarctic Treaty's definition of where Antarctica begins, the fisheries commission's quite different boundary, a satellite mapping of the Antarctic Polar Front that is different again and moves, and the tourism industry's own count of how many people sailed across the line last season.

It is a story about names, taken by a named body, minuted and published. Two decisions, one institution. In the first, an ocean was restored. In the second, an entire category of names was retired into arithmetic.

The line you cross

The practical Southern Ocean begins at a pier in Ushuaia, at 54°48′39″S, 68°18′57″W. The International Association of Antarctica Tour Operators reports that 98 per cent of tourism voyages work the Antarctic Peninsula and depart from Ushuaia, or to a lesser extent from other ports north of the Antarctic Treaty Area. Its overview paper for the 2025–26 season, submitted to the Antarctic Treaty Consultative Meeting on 9 May 2026, counts 51 operators, 68 ships and yachts, 579 voyages and 112,894 vessel-borne visitors.

South of Cape Horn, at 55°58′48″S, the land stops, and there is open water before anything at all. The State Department's advice to anyone taking a cruise is blunt: prepare for rough seas, expect big waves and strong winds. Somewhere in the middle of that crossing the ship passes 60°S, and something genuinely happens — not to the water, but to the law. The United States describes Antarctica as covering "everywhere south of 60 degrees south latitude, including waters and islands around Antarctica", and it is at that parallel that the Antarctic Conservation Act's prohibitions bite. The British Antarctic Survey states the treaty's coverage the same way: the area south of 60°S, in force since 23 June 1961.

So when a vessel's tannoy announces that it has entered the Southern Ocean, the announcement is not oceanography. It is jurisdiction. Nothing on the surface marks it: no change in the swell, no temperature step, no line of ice.

The front that is actually there

There is a physical boundary in these waters, and it is not 60°S. The Antarctic Polar Front — older charts and the fisheries convention call it the Antarctic Convergence — is where cold Antarctic surface water sinks beneath warmer subantarctic water. It is a genuine, measurable discontinuity, and it has been mapped weekly from space.

Freeman and Lovenduski, publishing in Earth System Science Data in 2016, mapped the front every week for twelve years from cloud-penetrating microwave radiometers. Their conclusion is the one that matters here: "The mean path of the PF is asymmetric; its latitudinal position spans from 44 to 64° S along its circumpolar path." Sea-surface temperature at the front ranges from 0.6 to 6.9°C, and its average intensity is 1.7°C per 100 kilometres. That intensity correlates significantly with the depth of the bottom topography beneath it: the front is steered by the shape of the seabed, not by a parallel.

Twenty degrees of latitude, and it shifts from week to week. Grytviken in South Georgia sits at 54°16′52″S — six degrees north of the IHO's Southern Ocean, and south of the front for most of the year. Whatever the 60°S line is, it is not a description of this.

An ocean with a death certificate

The IHO's publication S-23, Limits of Oceans and Seas, is the document at the centre of this. Its second edition, in 1937, included the Southern Ocean. What happened next is stated by the IHO's own Secretary-General, in the paper he submitted to the Third Assembly in 2023, and it is worth quoting at length because almost nobody quotes it at all:

although this name to designate the southern waters of this hemisphere was included in the 2nd edition of the IHO Publication S-23 on the Limits of Oceans and Seas published in 1937, the majority of opinions from Member States received after this were not in favour to this inclusion. In short: the "Southern Ocean" became an official ocean in 1937, but lost its official status in 1953.

That is a deletion, minuted. The third edition appeared in 1953 without it, and the southern limits of the Atlantic, Indian and Pacific Oceans were carried all the way to the Antarctic coast. And there S-23 stopped. The IHO's 2025 liaison report to the United Nations Group of Experts on Geographical Names describes it as "a well-known publication frozen in its 3rd Edition since 1953".

Not for want of trying. The Secretary-General's 2020 report records that attempts to update the third edition "date back to the Seventies of the previous century", and that a tentative draft fourth edition "was submitted for approval for the first time by Circular Letter No. 6/1986 but did not receive the required amount of affirmative votes". A dedicated S-23 working group was approved in 2009 and first met that June under the IHO President's chairmanship; its final report is dated June 2012. On the naming of the sea area between the Korean Peninsula and the Japanese Archipelago, the paper records the outcome: "No Consensus was reported."

Three wrong versions circulate, and they circulate in different places.

The first, which lives in expedition-operator brochures and in travel writing, treats the Southern Ocean as a timeless fact of geography with a natural threshold at 60°S. It is neither. The name was absent from the authoritative list for seventy years, and the parallel was chosen for a reason the proposal paper states outright: "Noting the established northern limit of the IHO INTernational Charting Region M4, it is considered that the northern geographic limit of the Southern Ocean is defined by the parallel of Latitude 60°S." Charting Region M is the polar region of the IHO's international chart numbering scheme, set out in the chart-specification manual S-4 at section A-204.8; its charts carry numbers in the ranges 900–929 and 9000–9199. The northern boundary of the world's fifth ocean is the northern boundary of a chart-numbering block.

The second version, which circulates in general-interest science coverage and in atlases, says the Southern Ocean was "recognised in 2021 by National Geographic". National Geographic did announce exactly that, on 8 June 2021, World Oceans Day, and its Society geographer Alex Tait explained the change in terms of ecological separation and the Antarctic Circumpolar Current. But a magazine recognising a name is a magazine's editorial policy. The instrument that restored the name to the international hydrographic record is IHO Resolution 2/2023, adopted at the Third Assembly on 3 May 2023, resolving "that the IHO recognizes the Southern Ocean as the global sea area surrounding the continent of Antarctica" with "the northern geographic limit... defined by the parallel of Latitude 60°S". Those are the words that changed the status. They are two years later than the magazine, and they are almost never quoted.

The third version cites S-23 as though it were a living authority. It is not. It is a frozen 1953 edition, and the file the IHO keeps online is a scan of a reprint bearing the imprint 150-XII-1971, with correction pages appended and no machine-readable text layer at all. The IHO is explicit about why it is still there: the Second Assembly agreed to note "that S-23 is kept publicly available as part of the existing IHO publications to demonstrate the evolutionary process from the analogue to the digital provision of limits of oceans and seas". It is an exhibit, not a reference.

One institutional page shows how slowly this travels. NOAA's Ocean Service explainer on how many oceans there are — last updated, by its own stamp, on 16 June 2024 — still tells readers that the Southern Ocean's boundaries "were proposed to the International Hydrographic Organization in 2000" and that "this has yet to be ratified by members of the IHO". By that date the resolution was more than a year old. We cite that page not for a fact about the ocean but as evidence of how far behind the record public description runs.

Three lines, none of them the same

Three official boundaries are worth setting side by side, because each is drawn by a different body for a different purpose and they do not agree.

  • The IHO, since 2023: the parallel of 60°S, taken from charting region M4.
  • The Antarctic Treaty, since 1961: everything south of 60°S, waters and islands included.
  • CCAMLR, whose published Convention Area runs "all waters bounded by the Antarctic Continent to the south, and to the north by a line starting at 50°S 50°W; thence due east to 30°E longitude; thence due north to 45°S latitude; thence due east to 80°E longitude; thence due south to 55°S latitude; thence due east to 150°E longitude; thence due south to 60°S latitude; thence due east to 50°W longitude; thence due north to the starting point." That area is 35,716,100 square kilometres, about a tenth of the world's oceans.

The fisheries body drew a stepped line that leans north where the biology does. The treaty and the hydrographers drew a parallel. Only one of the three was trying to describe the sea.

How the decision was actually taken

The proposal papers show what was asked. They do not show how it was carried, and the restoration of the Southern Ocean is routinely reported as though the world's hydrographers had agreed.

They had not. The summary record of the fourth plenary session, 3 May 2023, shows Australia, Chile, Norway, Germany, the United Kingdom, the United States, New Zealand and France speaking in favour. Norway noted that the term "had been in use among the science community and mariners for centuries". Argentina argued that there were "no technical, scientific or hydrographic grounds for assigning a separate name to the area", and that adopting it would exceed the IHO's mandate — a mandate the Convention on the IHO defines by stating that the Organization "shall have a consultative and technical nature". India said that naming the area and defining its limits were two separate questions and that further reflection was needed. Uruguay supported Argentina's request for longer discussion.

Then this, which is the sentence we went looking for and the one that should be quoted whenever the 2023 decision is described: "The CHAIR, while acknowledging the lack of consensus, nevertheless emphasized that the majority of speakers had supported the proposal." Argentina replied that if the rest of the Assembly so agreed, it would not block such a decision, but requested that its position statement be annexed. The Secretary-General proposed exactly that. Decision No. 19 records that the Assembly approved the resolution, took note of the consequences for the limits of some global sea areas, and endorsed that the resolution is without prejudice to the views of the IHO, any other international body or any Member State.

No ballot appears in the record we read, and no vote count is given. It was not consensus, and the chair said so. It was a room in Monaco in which most of the people who spoke were in favour, and the one state that objected chose not to stand in the way. That is a perfectly ordinary way for an international body to decide something. It is simply not what "recognised" is usually taken to mean.

The second decision: names retired into arithmetic

The more consequential decision was taken three years earlier, and almost nobody reports it at all.

In the summer of 2017 ten member states told the Secretary-General they were interested in reviving S-23: the Democratic People's Republic of Korea, the Republic of Korea, Japan, China, Italy, Portugal, Oman, the Russian Federation, the United Kingdom and the United States. He held informal conversations with China, Italy, Portugal and Russia, and chaired two informal consultative meetings attended by the DPRK, the Republic of Korea and Japan, with the USA and UK as observers. His report to the Second Assembly summarises the result in one flat line: "Both exercises did not result in new suggestions how to revise S-23 successfully."

What was proposed instead was to stop naming. The Second Assembly, held as a digital event from 16 to 19 November 2020 with 65 member states in attendance and fifteen of its decisions taken by correspondence, approved the package as a whole. Proposal 1.9.2 tasked the appropriate technical body "to develop a dataset named 'Polygonal demarcations of global sea areas' to designate geographic sea areas by a system of unique numerical identifiers only". The paper is unambiguous: no names will be applied. The Assembly Chair's closing words were that final approval "will bring a positive closure to the debate on naming issues that has persisted for far too long within the IHO".

That dataset now exists. S-130, Polygonal Demarcations of Global Sea Areas, Edition 2.0.0, was published on 28 October 2025 as the first operational edition — a vector product specification, global in scope, for encoding the extent of sea areas using unique numerical identifiers only, and conformant to the S-100 universal hydrographic data model. Where S-23 gave you a name and a set of verbal limits, S-130 gives you a polygon and an integer.

We are not going to adjudicate the dispute that produced this. The record establishes a procedural fact and nothing more: two consultative meetings, three states in the room, two observers, no new proposals, and an institution that responded by removing names from the product entirely. Which state is right about what that water should be called is not a question a hydrographic organisation resolved, and it is not a question this publication is competent to answer.

What a name costs

For seventy years, the water that the Intergovernmental Panel on Climate Change assesses as having "accounted for around 75% of global ocean heat uptake during 1870–1995", and in which 35 to 43 per cent of the warming of the upper 2,000 metres of the global ocean occurred between 1970 and 2017, had no name in the authoritative international list. It went on doing the work. Its sea ice went on reaching its annual maximum — 17.81 million square kilometres on 17 September 2025, the third lowest in a 47-year record. None of that required a resolution.

What the name bought was a container. An ocean you can name is an ocean you can legislate for, budget for and argue about in public. What it cost was precision: a boundary that is legible, memorable and wrong by up to sixteen degrees of latitude wherever the front happens to be that week. What the second decision costs is subtler. A numbered polygon cannot be disputed, because there is nothing in it to dispute. It also cannot be spoken, taught, mourned or claimed. The IHO has found a way to describe the sea that no state can object to, by removing the part of the description anyone ever cared about.

Why the Silence Index is 72

Physical remoteness is at the top of our scale: several hundred kilometres of open ocean with no land, no shelter and no rescue. Access friction is high but not absolute — the water itself needs no permit, and the barrier is cost, season and gateway port rather than a document. Visitor volume is what pulls the score down hard: 579 voyages and 112,894 vessel-borne passengers in a single season is not solitude, even spread across an ocean. Unresolved questions is the input we have reasoned about throughout, and it is close to the top: the name's status was contested in the room where it was restored, the limit has no oceanographic basis its own authors claim for it, and the wider naming programme it belongs to has been abandoned rather than settled. A crossing that a hundred thousand people make in a season, over water whose boundary its own custodians describe as having no environmental significance whatsoever, sits in the low seventies.

What happens next

Nothing dramatic, which is the point. S-130 will accrete editions. S-23 will stay online as an exhibit of the analogue era, unreadable to a machine, correction pages and all. Expedition ships will keep announcing the Southern Ocean at a parallel that means something in law and nothing in water, and the Polar Front will keep crossing that parallel without anyone aboard noticing.

The two decisions belong together, and they say opposite things about the same institution. In one, the IHO decided that a name people already used ought to be written down, and wrote it down over a recorded objection. In the other, it decided that names had cost it too much, and built a product with none. Between 1953 and 2023 the largest single reservoir of the planet's absorbed heat had no official name. It is worth knowing that a body of water can be that important and that anonymous at the same time, and that the fix, when it came, was a paragraph approved in a conference hall in Monaco on a Wednesday afternoon.

Getting there — Ushuaia → Cape Horn → Drake Passage → 60°S → South Shetland Islands (about two days at sea)

  1. Almost everybody arrives the same way. Fly to Ushuaia, at the southern end of Tierra del Fuego, board a vessel, and sail south past Cape Horn into open water. IAATO's own figures for 2025–26 put 98 per cent of tourism voyages in the Antarctic Peninsula region, departing from Ushuaia or, less often, from other ports north of the Antarctic Treaty Area. That is 579 voyages across 68 ships and yachts operated by 51 companies in a seven-month season running October to April.
  2. The crossing itself is the thing. From Cape Horn to the South Shetland Islands is roughly four and a half degrees of latitude of unobstructed Southern Ocean, and the State Department's advice is unusually plain for a government document: prepare for rough seas, expect big waves and strong winds. Two days out, two days back, is the standard shape of it.
  3. Somewhere in the middle of that, the ship crosses 60°S. Nothing marks it. What to pack

  • Medication for seasickness, taken before departure rather than after. The Drake Passage is the single most reliably unpleasant part of the itinerary and the official advice is to expect it.
  • Clothing for open ocean in the low sixties of latitude, not for a shore excursion. The deck is where the crossing is actually experienced and it is wet, cold and windy for most of two days.
  • Binoculars that survive salt spray. The front, when you cross it, is invisible; the seabirds that track it are not.
  • Nothing you would object to declaring. Biosecurity checks on boots, bags and pockets before landings are a permit condition, not a courtesy.
  • Realistic expectations about the announcement. When the tannoy says you have entered the Southern Ocean, it is reporting a parallel of latitude, not a change in the sea.

Where to stay

There is nowhere to stay in the Southern Ocean, which is the honest answer, and it is not a flippant one: the crossing is spent aboard, and the ship is the accommodation, the transport and the only shelter within several hundred kilometres. Ushuaia at the northern end has the hotel stock, and Punta Arenas serves the fly-cruise departures; south of the line there are national research stations, which are not accommodation and should not be approached as though they were. The seasonal shape of it is worth understanding before booking. IAATO counts 112,894 vessel-borne visitors across the 2025–26 season and estimates around 105,459 for 2026–27, which sounds like a crowd until it is divided by 579 voyages across seven months and an ocean; in practice a vessel in the Drake Passage is usually alone on the horizon, and the congestion, where it exists, is at a handful of Peninsula landing sites rather than on the water this dossier is about. Anyone choosing between the two-day crossing and the flight to King George Island should know that they are choosing whether to experience the thing the name refers to.

Safety & responsible travel

  • Do not repeat the line that the Southern Ocean was recognised in 2021 by a magazine. The instrument is IHO Resolution 2/2023, adopted at the Third Assembly on 3 May 2023, and the distinction is the whole point.
  • Be careful with the word 'natural' about 60°S. The IHO's own proposal derives it from charting region M4, and the resolution's own recitals say the limits concerned have neither political nor oceanographic nor, more generally, any environmental significance whatsoever.
  • Do not report the 2023 decision as unanimous or as consensus. The chair acknowledged there was none; Argentina objected on the record and asked for its position to be annexed.
  • Observe the landing rules south of 60°S as permit conditions rather than guidelines. The prohibitions on waste, wildlife disturbance and damage to historic sites carry civil and criminal penalties in several jurisdictions.
  • If you write about the naming dispute in the north-west Pacific that helped end S-23, report the procedure and not the merits. The IHO's own record says only that no consensus was reached.

Nearby, and quieter

North of the line, and therefore outside the Southern Ocean as the IHO now defines it, South Georgia sits at 54°16′52″S — south of the Antarctic Polar Front for most of the year, inside the CCAMLR Convention Area, and outside the Antarctic Treaty Area, which is a compact demonstration of how little the three official boundaries have to do with one another. South of the line, Elephant Island at 61°05′S is the first land on the eastern approach and the least visited of the significant landfalls; King George Island at 62°S carries the airstrip and the densest concentration of national stations in the region; and Deception Island at 62°57′S, a flooded volcanic caldera a ship can sail into, is among the most heavily visited sites in the Peninsula. Cape Horn, at 55°58′48″S, is the other bookend: the last land before the passage, and the reason the passage has the reputation it does.

  • Desk research only. Nobody from this publication has crossed the Drake Passage or been south of 60°S, and this dossier makes no claim to have seen any of the water it describes.
  • Every URL cited was opened and read before citation. Sources that could not be opened or could not be read are listed near the end of this note and are cited nowhere in the piece.
  • On how the 2023 decision was carried, we went past the proposal paper to the record. The proposal (PRO-3.3) shows only what was asked. The summary record of the fourth plenary of 3 May 2023 shows the debate and the chair's words; the decisions document records Decision No. 19. We found no ballot and no vote count, and the chair is recorded as acknowledging the lack of consensus. We therefore do not use the word 'voted' anywhere about 2023, and we do not use the word 'consensus' either.
  • On the 2020 decision, the position is different again and we say so: the Second Assembly was a digital event of 16–19 November 2020 which combined three virtual sessions with fifteen decisions taken by correspondence, with 65 member states counted for quorum. The PRO 1.9 package was approved as a package and no objection to that item appears in the summary records we read. That is not the same as a recorded unanimous vote and we do not present it as one.
  • The summary record's own header, as extracted by our reader, gave a session number inconsistent with the IHO's published event page. Where the two differ we have followed the IHO's page: 3rd Session of the Assembly, 2–5 May 2023, Grimaldi Forum, Monaco.
  • The three boundaries in the piece are quoted from three separate custodians and are not reconciled, because they do not reconcile. The IHO's 60°S comes from its own proposal paper and resolution; the Antarctic Treaty's 60°S from the British Antarctic Survey and the US State Department; CCAMLR's stepped line verbatim from CCAMLR's own Convention Area page. The Polar Front's 44–64°S range is from Freeman and Lovenduski (2016).
  • The Sea of Japan / East Sea material is reported strictly as a procedural record — who was consulted, when, and that no new proposals resulted — and carries no view whatever on the merits of any state's position.   • Coordinates in the panel are from the GeoNames gazetteer as cited. The one exception is the point on the 60°S parallel in the Drake Passage, which is not a gazetteer feature at all: it is a point on a declared line, chosen on the usual Ushuaia–Peninsula track, and labelled as such.
