Open water at Ounianga loses between six and seven point eight metres of depth a year to evaporation. The nomination file calls that the world record for potential evaporation. There is no river in, no river out, and no meaningful rain. Eighteen lakes have nevertheless been sitting there, at stable levels, for thousands of years.

This is a desk-researched dossier. Nobody from this publication has been to Ounianga, and three governments currently advise against travelling to the province it is in. It is built from the UNESCO nomination file and the IUCN evaluation that assessed it, the UNEP-WCMC World Heritage datasheet, the IUCN World Heritage Outlook, peer-reviewed palaeolimnology in Science and Science Advances, supplementary hydrological data deposited by the Max Planck Society, the GeoNames gazetteer, and the current travel advice of the United States, the United Kingdom and Canada.
The mechanism, which is the whole story
A lake in a closed basin with no inflow and no outflow is a doomed object. It loses water to evaporation, concentrates its salts, and becomes a salt pan. In the central Sahara that process should take years, not millennia.
Ounianga does not work that way, and the reason is elegant enough to be worth stating carefully. The lakes sit in a depression fifty to eighty metres below a Palaeozoic sandstone plateau, and they are fed continuously by spring discharge from the Nubian Sandstone Aquifer System, a body of groundwater underlying about two million square kilometres of north-east Africa. The aquifer was last recharged during the African Humid Period, roughly ten thousand years ago. What is in the lakes is, in effect, Early Holocene rain.
The clever part is what drives the flow. The UNESCO nomination file describes Lake Teli as functioning like a gigantic evaporation pump acting through a subterranean water flow: the sand dunes separating the lakes at the surface are permeable barriers through which groundwater passes freely, and the enormous evaporative loss at the most exposed lake draws water laterally across the basin towards it. The evaporation is not just the drain. It is the engine.
The second component is biological. Floating reed carpets of Eragrostis bipennata cover about 49 per cent of the water surface at Ounianga Serir. A lake with half its surface under a mat of vegetation loses far less water than open water at the same latitude. So the system has throttled losses on the sheltered lakes and unthrottled losses on the exposed one, and the difference between them is what moves the groundwater.
The residence time in the supplementary data deposited for the Lake Yoa work is about 3.4 years, with seasonal level variation under a metre, in a basin where evaporation exceeds six thousand millimetres a year. That is a system in fast, tight balance, not a leftover puddle.
What popular coverage gets wrong
Two claims, both repeated by outlets that should know better, and both traceable to the same habit of quoting the citation rather than the measurement.
"Ounianga receives less than 2 millimetres of rain a year." This is what UNESCO's listing says, and it is what the nomination file says: les précipitations dans cette zone sont très faible (2 mm/an). Every subsequent account has copied it. But Van der Meeren and colleagues, in Science Advances volume 8 in April 2022, working directly on the lakes, report that annual rainfall at Ounianga averaged about 10 millimetres in the period 1970 to 2000, arriving erratically and only in July and August. The same paper, in its site description, characterises the regional climate as under 25 millimetres mean annual rainfall.
So there are three figures in play: 2 mm from the nomination, about 10 mm from the instrumental record for 1970-2000, and under 25 mm as a regional characterisation. They are not reconcilable as a single number, and we are not going to pick one. What we will say is that the 2 mm figure is the least supported of the three and the most widely repeated, and that it makes the hydrology sound more miraculous than it is. Ten millimetres against seven metres of evaporation is still a ratio of about one to seven hundred. The story does not need the exaggeration.
"Lake Yoa is the salty one and the Ounianga Serir lakes are fresh." This is the standard summary, and it comes straight from the nomination file, which says Yoan is heavily natron-rich and hypersaline while most of the Ounianga Serir waters are fresh. It is also what our own brief said. The measurement says otherwise for the largest of them. Van der Meeren and colleagues measured Lake Teli in 2016 at 105 millisiemens per centimetre specific conductance and describe it flatly as hypersaline — roughly twice the conductance of seawater — with no surface or subsurface outflow. The genuinely fresh lakes they sampled at Ounianga Serir are the smaller ones: Edem at 0.7 and Agouta at 1.8 mS/cm.
That is a substantial correction to the picture. Ounianga Serir is not a set of fourteen freshwater lakes with one saline outlier elsewhere. It is a salinity gradient, and its largest member by surface area is at the salty end of it.
There is a depth discrepancy in the same direction. The nomination file gives Lake Teli a maximum depth of ten metres and UNESCO's listing describes it as under ten; Van der Meeren's team measured five. Whether that is measurement method, seasonal variation or genuine shallowing since the nomination, we cannot say from the sources we opened.
The core that made the place famous
Lake Yoa is the deepest of the eighteen, at 26 to 27 metres depending on which source you take, with a surface area given as 358 hectares in the nomination. Kröpelin, Verschuren, Lézine and colleagues published in Science volume 320 in 2008 on a continuous 6,000-year palaeoenvironmental reconstruction from its floor — an archive that exists only because groundwater kept the lake alive while the desert closed in around it. Van der Meeren's team describe it as the only palaeoenvironmental archive in the entire Sahara suspected to be continuous throughout the Holocene.
What the record showed was contentious and remains so. The Kröpelin team found a gradual, stepwise transition rather than the abrupt collapse that had been the consensus: tropical trees declined first, then Sahelian grassland, allowing dust mobilisation from about 4,300 years before present, with the modern desert and wind regime established around 2,700 years before present. They also inferred a relatively weak biogeophysical feedback on climate. A formal Comment was published in Science later the same year; we could not open it, and note only that the gradual-versus-abrupt question was disputed in print by other specialists at the time.
Van der Meeren's later work, on a 4,200-year record from Lake Teli, adds the mechanism for the last three millennia: century-scale hydroclimate variation in the central Sahara primarily tracked the intensity of the tropical West African monsoon. The Sahara's wet and dry centuries were being set from the tropics, not locally.
What UNESCO actually inscribed, and what it declined
The Lakes of Ounianga were inscribed in 2012 across 62,808 hectares with a 4,869-hectare buffer. The detail worth knowing is that IUCN recommended inscription under criterion (vii) alone — natural beauty and exceptional natural phenomena — and explicitly rejected criterion (viii), the earth-history criterion. Its reasoning was that although some lakes show continuous Holocene sedimentation with palaeoclimate potential, the evidence lacked sufficient scientific support and represented regional rather than universal significance.
That is worth pausing on. The single most cited scientific fact about Ounianga — the continuous Holocene sediment archive, unique in the Sahara — was assessed by IUCN and judged insufficient to carry a World Heritage criterion. The site is inscribed for how it looks, not for what it records. Reasonable people can disagree with that call; what is not reasonable is describing the property as inscribed for its scientific value, which it is not.
National protection predates the inscription: Decree No. 1077/PR/PM/MCJS/2010 designates the site as a natural site, with responsibility held by the Ministry of Culture rather than an environment agency. Mining and intensive agriculture are forbidden.
How the management is actually going
The IUCN World Heritage Outlook's 2025 assessment rates the property Good with some concerns, which is a better outcome than most African natural properties and is largely a statement about the resilience of the hydrology rather than about the effectiveness of the management.
The management figures are stark. There is an updated management plan for 2021 to 2030, but the previous plan achieved 7.14 per cent completion. Sustainable financing has been absent since 2014. Three of the four management structures operate remotely from the site and are non-operational. Two government officials are responsible for the property, and both are based 1,250 kilometres away.
The threats named are not the ones you would guess. Tourism is not currently a problem, because security and the pandemic between them have kept visitor numbers at the 200 to 600 a year the datasheet records. Water abstraction is not identified as a current threat. What is flagged is siltation and dune encroachment: sand advancing about two metres a year, faster than expected after four decades of drastically reduced rainfall, and specifically threatening Lake Yoan by closing the fossil wells that supply it. Solid and liquid waste near the settlements is the other named issue, with about 9,000 people at Ounianga Kebir and 1,000 at Ounianga Serir.
Getting there, honestly
Ounianga is not Tibesti. It is nevertheless in a country the US State Department rates Level 4, Do Not Travel as of 30 April 2026, and it sits in Ennedi-Ouest, one of the four provinces that advisory names as landmine-affected. The UK FCDO, current to 6 August 2026, advises against all travel to Ennedi Ouest and Ennedi Est. Canada, updated 5 August 2026, says the same and adds that travel outside N'Djamena requires a permit from the Chadian Ministry of the Interior, obtainable in several days.
Unlike the Tibesti, this is a route with a working commercial season. Operators run Ennedi and Ounianga expeditions from November to March, and one advertises a sixteen-day itinerary at EUR 3,100 per person for a group of six to fifteen, with all government permits for northern Chad included, a visa invitation letter, and community visit fees paid at almost every site. That last item is the one worth noting: the fees go to the communities living around the lakes and are the principal way visitor money reaches them.
Why the Silence Index is 79
Footfall pressure is low but real and measured: 200 to 600 visitors a year, in a defined October to April season. That is a number, which already distinguishes Ounianga from most places at the top of this scale. Access friction is very high — a Level 4 advisory, three governments advising against all travel, an interior ministry permit, and multi-day desert driving from Faya-Largeau. The acoustic floor is genuinely low but not extreme: these are inhabited oases with about ten thousand people between them, date palm cultivation on the order of half a million trees, livestock, and generators. Night darkness is close to total.
It is not in the eighties or nineties precisely because people live here. Ounianga Kebir has a health centre, schools and commerce. This is a working Saharan oasis system with a fishery, a salt and soda extraction industry on Lake Yoan, and a settled population, which is a different thing from an empty landscape and a better thing to be honest about.

Getting there — N'Djamena → Ministry of Interior permit → Faya-Largeau → Ounianga Kebir → Ounianga Serir
- The advisories come first. The US State Department has Chad at Level 4, Do Not Travel, updated 30 April 2026, with Ennedi-Ouest named among the landmine-affected provinces. The UK FCDO, current to 6 August 2026, advises against all travel to Ennedi Ouest and Ennedi Est. Canada, updated 5 August 2026, advises the same.
- Travel outside N'Djamena requires a permit from the Chadian Ministry of the Interior, which Canada's advice says takes several days. Operators running the northern circuit include these permits and a visa invitation letter in the package.
- The practical route is N'Djamena to Faya-Largeau, which has the last airport, fuel and market, then north-east across open desert to Ounianga Kebir at about 19.05°N, 20.49°E, and on to Ounianga Serir at about 18.91°N, 20.88°E. There is an airstrip at Ounianga Kebir.
- Almost everyone comes on the combined Ennedi and Ounianga circuit rather than for the lakes alone. A published example: 16 days, EUR 3,100 per person, groups of six to fifteen, departing in January.
- The season is November to March. Outside it the heat in a basin that evaporates seven metres a year is the constraint, not the roads.

What to pack
- Water at expedition quantities, and the understanding that you are in the basin with the highest potential evaporation on record. It works on people too.
- Sun and dust protection for a landscape with no shade between the palm groves, and eye protection for glare off water and salt.
- Cash in small denominations for community fees, which are the mechanism by which visitor money reaches the households living around the lakes.
- Warm layers for the November to March nights, which are the only time it is sensible to be there and are genuinely cold after dark.
- Nothing that treats the reed carpets as a walking surface. They are half the evaporation control on the Ounianga Serir lakes.
Where to stay
There is no tourist accommodation in any meaningful sense. Expeditions camp beside the lakes, self-supported, with all food, water and fuel carried from Faya-Largeau. Ounianga Kebir is a settlement of roughly nine thousand people with a health centre, schools and commerce, and Ounianga Serir has around a thousand; both are working oases with date cultivation on the order of half a million palms, livestock, a fishery on Lake Teli and salt and soda extraction from Lake Yoan. Guides are local and the IUCN assessment notes that they lack formal training, which is a gap worth being patient about rather than a reason to bring your own.
Safety & responsible travel
- Do not repeat the 2 mm rainfall figure as though it were measured. The instrumental average for 1970-2000 published in Science Advances is about 10 mm, and the regional characterisation in the same paper is under 25 mm.
- Do not describe Ounianga Serir as fourteen freshwater lakes. Lake Teli, the largest of them by surface area, measured 105 mS/cm in 2016 and is hypersaline.
- Do not describe the property as inscribed for its scientific record. IUCN assessed exactly that claim and rejected criterion (viii); the inscription is under criterion (vii) alone.
- Pay the community fees willingly and in cash. With no sustainable site financing since 2014 and two responsible officials based 1,250 km away, they are the most direct benefit visitors generate.
- Take your waste out. The named threats to the property are dune encroachment and solid and liquid waste accumulation near the settlements, not tourism volume.
Nearby, and quieter
The Ennedi Massif, inscribed by UNESCO in 2016 across 2.44 million hectares under criteria (iii)(vii)(ix), is the other half of every itinerary that comes this way: sandstone canyons with permanent water, natural arches, and thousands of rock art images spanning about seven thousand years. Faya-Largeau, population around 44,000, is the supply point for both. Far to the west across the desert, the Tibesti massif holds Emi Koussi at 3,415 metres and the Trou au Natron caldera, where fossil algae record a lake at least 300 metres deep about 14,000 years ago; that is the harder tier of northern Chad and the one the advisories treat most severely.
